EkoPaka - how to explain to children what recycling is?
EkoPaka is a multidimensional educational program aimed at preschool and early school children. It teaches through fun and creative work based on substantive materials developed by experts. It supports teachers and educators by providing them with reliable knowledge about the closed loop of raw materials.
The program includes, among others: educational kits whose content helps in carrying out active, engaging classes with students. They consist of ready-made scenarios, educational coloring books, art and creative materials, educational tools and games enabling effective education in the field of environmental protection and ecology. So far, we have created materials and kits focused on waste fractions:

Recycled-Resource is an innovative, award-winning plastic processing process that allows you to obtain high-quality regranulate with properties tailored to customer needs .
The Recycled-Resource process was created for the most demanding customers who want to obtain regranulate with specific mechanical parameters and in the most environmentally friendly way. To meet these expectations, our plastic recycling technology is constantly developed and improved . Key research and development work takes place in our new competence center in Maribor, Slovenia.
Our portfolio of recycled plastics
At our three recycling plants , we process a wide range of plastics and polyolefins into clean recyclates . Our recycling process mainly focuses on several plastics: LDPE, HDPE, PP, PET and EPS.
At the processing plant in Eisenhüttenstadt in Brandenburg, we use plastic packaging waste: polypropylene (PP) and polyethylene (PE) to produce recyclate of uncompromising quality and high reusability.
Our offer of recycled plastics is complemented by: LDPE granulate and rPET regranulate produced at the plant in Liebenau and EPS processed at the installation located in Aschersleben.
- LDPE granules are recycled, clean, high-quality plastic that we produce at the request of companies operating in the processing industry.
- Recycled EPS has a wide range of applications in various industries: from the production of consumer goods to use in construction.
- From 2023 we use a PET extrusion installation, thanks to which we close the raw material cycle and obtain rPET granules for the food retail sector.
Our offer includes both regranulates and regrinded plastics for the processing industry.
Recythen® and Procyclen® – high-quality plastic regranulate
As a result of the Recycled-Resource process , two types of plastic granulate are produced – Recythen ® and Procyclen ®. We obtain raw materials for their production from household waste, mainly packaging made of polyethylene (PE) and polypropylene (PP).
Procyclen® is an award-winning recycled material whose properties can be modified in a very wide range. By changing the formula, Procyclen® produced in our plant in Germany can be adapted to customer requirements in terms of fluidity, stability, resistance to ultraviolet radiation, temperature and color . Moreover, Procyclen® meets the strict requirements for plastics used in the production of new products and packaging and can be used for injection molding and extrusion processes.
Our second type of regranulate – Recythen® – can be used to produce products such as cable reels, garden furniture, drain pipes or cable channels.
Manufacturers who use Recythen® or Procyclen® in their plastic products can apply for the Blue Angel environmental label .

Scientifically proven climate protection
In its annual study “resources SAVED by recycling”, the Fraunhofer Institute UMSICHT calculates the extent to which the environment has been helped by Interzero’s recycling services. In 2022 alone, this study showed that 2.1 million tonnes of resources were handled by closed-loop systems run by Interzero’s companies such as Interzero in Germany, Austria, Poland; Italy and Slovenia, saving around 8.7 million tonnes of primary raw materials . This is comparable to the weight of 174,267 single-family homes . The companies also saved around 1 million tonnes of greenhouse gas emissions – this corresponds to the average annual CO 2 emissions of over 100,000 four-person households .
Reducing transportation, reusing IT devices
In another study from the “resources SAVED” series, Fraunhofer UMSICHT looked at the positive impact on resources and the climate from the refurbishing and reuse of IT and communications devices , as organized by Interzero. As one example, using refurbishment to extend the service life of just one laptop saves around 181 kg of primary raw materials and 154 kg of greenhouse gas emissions.
Interzero’s Mobile Counting Center (MCC) also helps save resources. The local availability of the mobile counting service for non-refillable bottles means companies avoid long trips to stationary counting centers. “resources SAVED” shows that the MCC’s annual CO 2 savings equal the amount removed by around three wooded football pitches.

Authorized representative in Poland
Every entrepreneur who introduces electrical and electronic equipment into circulation must perform a number of obligations provided for in the WEEE Act. Polish companies can do this independently or through a recovery organization. Foreign companies may be required to appoint an authorized representative in Poland who will perform the obligations of the introducer on their behalf.
Are you obliged to appoint an authorized representative in Poland?
If your company meets the following conditions:
- is a manufacturer of electrical and electronic equipment, imports or makes intra-Community acquisitions of equipment, orders equipment under its own brand,
- is based outside Poland,
- sells electrical and electronic equipment to customers in Poland remotely (online store, sales platforms)…
…then you are required to appoint an authorized representative in Poland. Companies that fail to fulfill this obligation may be subject to a financial penalty ranging from PLN 15,000 to PLN 500,000.
Example:
I am a manufacturer of electrical and electronic devices in the Czech Republic. I decide to sell my products online to customers in Poland, using platforms such as Allegro, Arena, Ceneo, eBay, Erli or Amazon. Do I need an authorized representative in Poland?
Answer:
Yes, under Polish law you are obliged to appoint an authorized representative in Poland who will perform the duties of the introducer on your behalf.
Who can be an authorized representative of your company?
The role of an authorized representative in Poland can be performed by individuals, legal entities and organizational units without legal personality . The only statutory condition is the need to have a registered office in Poland. To establish an authorized representative of your company in Poland, it is necessary to conclude a written agreement with the selected entity. After signing the agreement, the representative you choose will fulfill the obligations of your company through the recovery organization.
An electrical and electronic equipment recovery organisation, such as Interzero, may also be an authorised representative of the company in Poland.

- concluding an agreement with a recycler on the terms specified in the Act,
- conducting public educational campaigns,
- annual settlement of the obligation to conduct public educational campaigns.

An authorized representative is an entity with its registered office or place of residence in Poland, which is responsible for performing the statutory obligations of manufacturers introducing electrical and electronic equipment to the market in Poland . It may be a natural person, an organizational unit without legal personality or a legal person, including an electrical and electronic equipment recovery organization. All statutory obligations are performed by the authorized representative through the electrical and electronic equipment recovery organization. The authorized representative takes over the obligations only in relation to equipment from the manufacturer with whom he has concluded a written agreement . Upon signing the agreement, the authorized representative takes over the responsibility for performing the statutory obligations, from which he is not released even by cooperation with the recovery organization.
The obligation to appoint an authorized representative in Poland applies to companies that do not have a registered office in the country, but sell electrical and electronic equipment directly to Polish customers using means of distance communication (e.g. via sales platforms, own online store, teleshopping). Companies that sell electrical and electronic equipment in a traditional way (stationary stores, showrooms) may, but do not have to, appoint their representative in Poland.
The obligation to appoint an authorised representative in Poland was introduced by the Act of 11 September 2015 on waste electrical and electronic equipment, which came into force on 1 January 2016. From then on, each company with its registered office in the territory of a Member State other than the Republic of Poland and selling equipment to Polish recipients by means of distance communication is obliged to appoint an authorised representative in Poland.
According to the provisions of the WEEE Act, an authorized representative of a manufacturer in Poland may be a natural person, an organizational unit without legal personality or a legal person with its registered office in Poland , including an electrical and electronic equipment recovery organization. It is worth remembering that each manufacturer can choose any entity as its representative that meets the above criteria, guided by, for example, the most favorable price, the scope of additional services or the fact of previous, fruitful cooperation with a given company in other areas.
According to the provisions of the Act of 11 September 2015 on waste electrical and electronic equipment, the producer is not only the actual producer of the equipment, but also companies that import, make intra-Community acquisition of equipment or order equipment under their own brand. Art. 4 item 11 of the Act states that the producer is a natural person, an organizational unit without legal personality or a legal person that has its registered office in an EU country other than Poland and:
- manufactures equipment under its own name or trademark or places on the market under its own name or trademark in the territory of that Member State equipment designed or manufactured for it,
- resells equipment manufactured by other entities under its own name or trademark in the territory of that Member State (except where the equipment bears the name or trademark of another manufacturer or entity introducing the equipment),
- as part of its commercial activity, for a fee or free of charge, supplies equipment from another country for distribution, consumption or use for the first time on the market of the EU country in which it is based (other than Poland),
- sells equipment within the country by means of distance communication directly to households or users other than households.
Within the meaning of Art. 4 point 11 letter d) of the Act, the manufacturer is also a natural person, an organizational unit without legal personality or a legal person who has its registered office in a non-EU country and sells equipment within the territory of the country by means of distance communication directly to households or users other than households.
If your company:
- is a foreign entity,
- sells equipment directly to users using means of distance communication (including online platforms Ebay, Aliexpress, Amazon, Temu, etc.),
you are obliged to appoint an authorized representative in Poland.
Some foreign entities are entitled to appoint an authorized representative in Poland. If your company is based outside Poland and:
- produces equipment in EU countries under its own brand,
- introduces equipment manufactured on its behalf under its own brand,
- resells equipment under its own brand,
- imports or makes an intra-Community acquisition of equipment in the territory of an EU country other than Poland…
… and this equipment reaches Poland, you have the right to appoint your authorized representative in Poland. Such action can bring many benefits to the entrepreneur . First of all, it will make it easier for their business partners to fulfill the obligations of the introducer provided for by Polish law. Distributors, importers and other sellers of this manufacturer’s equipment will be able to avoid having to perform numerous statutory obligations on their own – it is enough that they report the quantities of introduced equipment to the authorized representative, so that he or she can take care of reporting, settlement and ensuring collection, recovery and recycling of WEEE. Another benefit is improving the manufacturer’s image in the eyes of consumers and potential business partners. Establishing an authorized representative in Poland can be seen as an action to increase the manufacturer’s transparency and to strive to reduce the negative impact of its activities on the environment.

- Transfer the generated waste . Order waste collection and issue a waste transfer card in the BDO system.
- Submit your DPR or EDPR request directly to the recycler within 30 days of the end of each quarter. Indicate the Interzero Packaging Recovery Organization as the entity authorized to receive the document.
- Give us the document and collect the payment . After verifying the received DPR and EDPR documents, you will receive payment from OOO Interzero.

Increasing minimum recycling levels and legislative changes mean that the prices of DPRs are constantly increasing, and the profit from their sale is becoming a significant income for many enterprises . The purchase price of DPR and EDPR documents depends, among others, on: on the material that was recycled and on the processing process used. DPR and EDPR documents – proof of compliance with the recovery and recycling obligation
Entrepreneurs introducing products in packaging are obliged to ensure the recovery and recycling of waste generated from this packaging. This obligation results from the Waste Act, which specifies the minimum levels of recovery and recycling that must be achieved by the introducer in a given calendar year . The DPR and EDPR documents confirm the achievement of these levels, and therefore the fulfillment of the statutory obligation.
The recovery and recycling obligation can be implemented independently (then the required recycling level will be 100%) or with the help of the Interzero Packaging Recovery Organization.
Recovery and recycling levels in 2024 and previous years
Statutory levels of recovery and recycling are specified separately for each type of packaging waste. From 2022, the required levels of recycling of each fraction are gradually increasing , and in 2025 reach the level of 55% required by EU legislation, and in 2030 – 70% for all types of packaging waste.

DPRs and EDPRs are documents used to confirm the recycling of packaging waste. They inform not only about the fact of transferring waste to the recycler, but also indicate the type and weight of this waste and the method of its processing.
DPR and EDPR documents enable monitoring the amount of packaging waste that has been recycled . They also confirm the implementation of the obligation to recover and recycle waste, which is one of the elements of extended producer responsibility.
According to the Act on Packaging and Packaging Waste Management, there are two types of documents confirming recycling:
- DPR confirms the recycling of packaging waste and specifies the weight of this waste and the method of recycling it,
- The EDPR confirms the export or intra-Community supply of packaging waste for recycling and determines the weight of this waste.
DPR and EDPR documents are used by recovery organizations and by entrepreneurs who independently fulfill the recovery and recycling obligation. They are used to confirm compliance with this obligation and to achieve minimum statutory recycling levels . In the case of companies and organizations that have only partially fulfilled the obligation, the data contained in the DPR and EDPR documents are used to calculate the product fee due.
Each DPR document consists of several blocks containing information about:
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste, the entity for which the document is intended,
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste, the entity requesting the preparation of the document,
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste of the entity recycling packaging waste,
- the mass of packaging waste accepted for recycling, broken down into individual types and waste from households and from sources other than households, as well as the method of recycling, the number of the waste transfer card confirming their acceptance and the quarter in which they were accepted.
Each EDPR document consists of several blocks containing information about:
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste, the entity for which the document is intended,
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste from an exporter of packaging waste or an intra-Community supplier of packaging waste,
- name and surname/name and address of residence/registered office of the waste recipient,
- the mass of packaging waste sent for recycling outside the territory of the country, divided into individual types and waste originating from households and from sources other than households, as well as about the method of recycling and the quarter in which they were transferred.

It is the preparation of used devices for reuse. In addition to cleaning equipment and repairing or replacing parts, full anonymization is also performed, which means that Interzero removes all traces of data on these devices. You can also install new software.
Electrical and electronic equipment often has a short lifespan. In Poland, due to the obligation to conduct selective waste collection, it is forbidden to throw waste equipment into municipal waste containers. However, even a used device can be fully functional and too valuable to end up in the trash. We deal with certified and safe refurbishment of equipment, turning it into resaleable assets. It must be noted that electronic equipment quickly loses value, so it is worth considering the decision to sell it to maximize the value recovered.

After renewal, the purchased goods are sold in various distribution channels – to individual customers, schools, charities and wholesale customers, most often outside the European Union.
