This obligation results from the Waste Act, which specifies the minimum levels of recovery and recycling that must be achieved by the introducer in a given calendar year . The recovery and recycling obligation can be implemented independently (then the required recycling level will be 100%) or with the help of the Interzero Packaging Recovery Organization.
Recovery and recycling levels in 2024 and previous years
Statutory levels of recovery and recycling are specified separately for each type of packaging waste. From 2022, the required levels of recycling of each fraction are gradually increasing , and in 2025 reach the level of 55% required by EU legislation, and in 2030 – 70% for all types of packaging waste.

DPR and EDPR documents are used by recovery organizations and by entrepreneurs who independently fulfill the recovery and recycling obligation. They are used to confirm compliance with this obligation and to achieve minimum statutory recycling levels . In the case of companies and organizations that have only partially fulfilled the obligation, the data contained in the DPR and EDPR documents are used to calculate the product fee due.

Each EDPR document consists of several blocks containing information about:
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste, the entity for which the document is intended,
- name and surname or name, address of residence or registered office and registration number referred to in Art. 54 section 1 of the Act of December 14, 2012. on waste from an exporter of packaging waste or an intra-Community supplier of packaging waste,
- name and surname/name and address of residence/registered office of the waste recipient,
- the mass of packaging waste sent for recycling outside the territory of the country, divided into individual types and waste originating from households and from sources other than households, as well as about the method of recycling and the quarter in which they were transferred.
