ROP on vehicles is coming - EP adopted proposal for ELV regulation
In response to growing climate challenges, scarcity of raw materials and the move towards a more sustainable production model, the European Parliament has adopted a proposal for new regulations to cover the entire life cycle of vehicles - from design, production and use to disposal.

Stretch films and strapping tapes exempted from the obligations of the PPWR
The European Commission has confirmed that stretch films and PET/PP strapping tapes will be fully exempted from the 100 per cent reuse obligation introduced by the PPWR. The EC's decision was announced by the European Film Producers' Association (EuPF), which has long sought an exemption for certain types of transport packaging from the objectives of Article 29(1), (2) and (3) of the PPWR.

European plastics recycling sector in crisis - industry calls for urgent action
The European plastics recycling industry is on the brink of collapse, alarms Plastics Recyclers Europe. Declining competitiveness, rising energy costs, low prices for imported raw material and significant administrative burdens are causing more facilities to reduce or even close down production. This situation threatens not only the plastics recycling industry itself. The lack of local raw material puts the EU's ambitious targets for a circular economy into question.

31 December 2025 waste decisions will expire - what next for waste collection and treatment permits?
On 31 December 2025, existing administrative decisions for waste collection, treatment and generation will expire by law. This means that with the start of the new year, many waste management companies will lose their ability to operate. However, the government is working on legislation that will extend the validity of the decisions and prevent paralysis of the waste industry.

Fiasco of the plastic treaty negotiations in Geneva
Another round of talks on a global agreement to reduce plastic pollution has failed. Delegates from more than 180 countries failed to reach agreement on the final shape of the so-called Plastic Treaty. UN countries are, however, expected to return to the negotiating table. When? It is not known.

ROP bill published. Outlining the aims, objectives and controversy surrounding the new packaging law
On 13 August 2025, a draft law on packaging and packaging waste was published on the website of the Government Legislation Centre, which is to introduce an extended producer responsibility system in Poland. Among other things, the new legislation will oblige producers to cover the costs of managing waste from their packaging and allocate funds to municipalities for waste management.

Ecomodulation in the PPWR - what will modulated packaging charges look like?
The PPWR is the first Community legislation to introduce an eco-modulation mechanism. From 1 January 2030, Member States are required to apply modulated levies to all packaging and packaged products. What do we currently know about ecomodulation?

There will be a ROP for textiles. European Parliament in favour of revision of the waste directive
9 September 2025. The European Parliament has adopted new legislation aimed at reducing the amount of textile waste generated across the EU. The amendment to the Waste Directive 2008/58/EC obliges all Member States to implement a textile ROP system within 30 months of the regulation coming into force.

Green light for chemical recycling - EC proposes new rules and invites consultation
8 July 2025. The European Commission has launched a public consultation on a draft implementing act that will set out rules for calculating, verifying and reporting the chemical recycling content of single-use plastic beverage bottles (SUPs). In addition to YES to chemical recycling, the EC has also said NO to recyclate from waste collected outside the EU - from 2025, it will not count towards the 25% recyclate target for PET bottles.

Delays in implementing GOZ in Poland - NIK report reveals reasons
The Supreme Audit Office has published a post-audit report that identifies numerous shortcomings in the implementation of GOZ in Poland between 2018 and 2022. These have led to a significant decline in the circularity index of the Polish economy and a failure to achieve the waste management targets set by the EU.

Almost 180 million from plastic bags. Where will the money from the recycling levy go?
Nearly PLN 180 million - that is how much revenue was generated from the recycling fee for 2024. Since 2018, every plastic shopping bag (except for the so-called rip-offs) has been subject to an additional fee, the aim of which is not only to contribute to the state budget, but, above all, to reduce the use of disposables. Global warming accelerates - Earth's average temperature will rise by 1.5 degrees C in three years' time
At current levels of greenhouse gas emissions, the Earth's average temperature could rise to 1.5 degrees C over the pre-industrial era within three years, and to 1.6 or 1.7 degrees C in the next nine years. Compiled by 60 leading climate scientists, the report shows that the world is still not doing enough to meet its commitments under the Paris Agreement.

Government implements EU battery regulation. We know the assumptions of the draft law
The Government's legislative work list has published the assumptions of the new Batteries and Waste Batteries Act (number UC107), the main aim of which is to bring Polish law in line with EU Regulation 2023/1542. The document implements comprehensive regulations for the entire life cycle of batteries - from design, production to collection and processing.
